Great service, great vehicle, easy check in. Saved our bacon when flight home was canceled due to weather. Helpful staff. Car return at Flint Bishop Airport is terrible. No staff outside, no parking place. Had to wade through foot of snow to return keys.
Upon returning my vehicle FULL OF GAS, I was charged for a full tank of gas ($55). I called Budget, and they can refund me if I send them "proof of purchase" for a full tank of gas.
Why: (1) can't they look at the gauge and see is it full, and (2) ask me at time of check-in for a receipt of gas purchase (which was in my pocket).
I travel a 2-3x per month, and have too many rentals to keep track of.
I will never rent from Budget again - back to Hertz and National for me.
Update: Two weeks later, I have received a refund for the gas. HOWEVER, I am being charged a cleaning fee. I drove the car on the highway; it was raining. I did not eat in the car, this is absolutely absurd.
Note: I found out about the charge when I received my credit card statement. Budget did not inform me.
In total, after rental, I was charged north of $500 for items the renter is not responsible for. I spent two hours of my time on the phone trying to resolve.
Insane. Zero stars.
Update #2: After another hour or so on the phone, Budget explains I am being charged for smoking, spills and excess interior sand. In each case, the severity is classified as "heavy". I don't smoke; that charge is obviously fraudulent. (I did not eat/drink/spill in the car either.) Budget has agreed to refund 75% of the fees. (So I only one-quarter dirtied the car?? Huh?)
The car rented to us smelled strongly of marijuana. When we first approached the car, we commented how someone must have been smoking in the garage. (Hindsight, It was the only car near us that had the windows rolled down in the lot). Once we were on the highway and rolled up the windows, we realized the smell was in the car. The marijuana smell was so strong we had to leave the windows down every time we drove for the duration of our trip. We called local Budget facilities to switch out the car, but none had enough inventory, and we were told the closest would be an airport location which we did not have time to drive to. We bought Febreze, air freshener, and an odor eliminating gel, which helped mask the smell a bit. Additionally, there was a large scratch/dent/scuff on the driver's side of the door, and when putting the rental agreement in the glove box, there was an opened bottle of Louisiana Hot Sauce stored in there. Hot sauce and scratch aside- it is appalling that a car would be rented to a paying customer with such a strong odor.
Great vehicle, easy pick-up and drop off process and I loved driving the Jeep Sahara!
The only good part of the experience was the woman who served me at the counter. Everyone else was un-attentive and indifferent towards me as a paying customer. Budget would be my last choice!!!

We waited in line for over an hour on a Saturday morning just to pickup our rental car. There were dozens of people waiting in line and only one to two people checking people in at a time. The people from the Avis desk finally had to come to the rescue. I am very unlikely to rent from Budget again at O'Hare after this experience. I watched as the the Avis line was taken care of quickly and professionally.
Flying in to O'Hare at 1am picking your car up is like, where is my car ? I have an hour drive to the Motel. Wait in line for 45 minute because there is 1 Avis person covering Budget .Show my paperwork, ID and Debit Card. Wait here your car is outside the door. Off I go Sweet.
Turn the car in , get the receipt, are we good? Yup.
Until I look at my bank transactions 2 days later.

I was given an upgraded car and other supplemental stuff.
No one asked me if I wanted a different car, I just took the car they gave me assuming that was the car I rented.
I did call customer service. They are returning 1/2 in 3-5 days.
Better than nothing I guess.
This place is the worst!! It all started when I had to wait for over a half an hour (late at night) in line for the one of the two slowest staff members ever. Then when I tried to call them to return the car early, no one answered the phone until Expedia finally told me that perhaps it would cost more to return the car early. But the real kicker was the hidden charges! For a week's rental, I was charged twice what it should have been --the receipt shows over a hundred dollars of hidden charges. Finally, when I tried to give them feedback on line, the form couldn't be submitted for 'errors on form' which I wasn't able to correct. I will never again rent from Budget. They're the worst!
Chicago O'Hare Airport. Was incredible super fast services and they upgraded my car for a best one even when I paid less. Pick up and go less than 10 minutes. Drop off less than 5 minutes. Super fast. Really I liked these facility. Just wash my car for the next one.
We booked a car in Germany and received a voucher. On April 29, 2017 we got our booked car from Budget at the airport. It was vehicle one class higher than booked, but we didn't know that, and Budget didn't informed us. Nobody exlpained us, that this car causes additional fees. They explained us, how much we have to pay for toll etc, but no words about the "Upgrade". We would never have agreed to about $ 1000 additional costs, which more than doubled the original price, just to be one class higher.
The company "BUDGET Rent-a-Car" now states that we had signed a contract, which contains the additional costs. But that's not correct. We were presented with an electronic device for signature. The recorded signature was now inserted in the contract. We have never signed this contract.
We already hired many cars in the US, and are familiar with free and paid "upgrades". We never had problems before. We thought, Budget is a designated company, and that we can trust in it. Now we are going to file charges for fraud and counterfeiting.
So be careful!
They were not helpful at all!!!! We stood in line for over an hour. We had 3 people in front of us. And 2 people were working. They were taking their sweet time walking around instead of helping customer. They continuously aloud people to jump in front of us. I'm extremely annoyed ad will never go back to this place ever again. I will choose to pay extra for a car instead of waiting my time here.
Terrible experience at the Chicago O'Hare Airport location! I got in on a late flight and had to wait 45 minutes in line! When I got up to the counter, the clerk tried to make amends by selling me an upgrade for $10 a day. That sounded pretty good deal so I agreed to the upgrade, but I declined GPS and all the bells & whistles. Renters bewarewhen it sounds too good to be true, IT IS! I do not rent cars very often, so when I saw the large amount charged to my credit card I thought it was a holding charge until I returned the car. Unfortunately, they charged me the full amounta total price increase of $98! When I called customer service to complain, they would only reimburse me to $2. Wow, thanks for nothing Budget! I will never use you again and I will not recommend you to anyone!
Not the best experience. Got in at 8:30PM and there were not enough rental counter attendants on staff to handle the number of customers. Granted, we flew in during a winter storm, but a company like this should have anticipated the flight cancellations and had extra staff on site to accommodate the customers. The gentlemen who checked us out was trying to help too many customers, was aware of the extremely long lines and just missed too many details. They were out of the class of vehicle that I reserved but kept offering me other vehicles till I accepted one. I just so happened to accept a Mercedes, but it was my assumption (OK, it was wrong to assume, but it was late and I had been traveling for over 24hrs internationally, which companies like this should anticipate) that I was getting the same price. The gentlemen never said it was an upgrade, but when I came back to drop off the vehicle 2 weeks later I got hit with a $50 a day upgrade fee (yes, it was on the contract, but read above). Luckily the manager understood the situation and worked with me by removing most of it. Then I got hit was a $3.95/day fee for the IPass Toll box, which was not on the contract. If you get that box you pay the $3.95/day EVERY day, not just the days you use it. I only used it 2 days out of 14 and would have opted out if I had been asked, but the gentlemen assumed since I was getting it in Illinois I'd need it and didn't mention the fees. Again, I sent an email to Budget and they worked with me. Bottom line, if you use this location be aware that they don't have enough people to handle crowds and be prepared to READ and question your contract thoroughly. The management at the site was understanding and friendly, so that's a plus. Also, the gentlemen who gave us the vehicle was relatively friendly, I understand with the crowds that mistakes happen so I don't really fault him, but he does need to improve in the area of telling the customer what they're paying for.
The vehicle was OK, however I did get it and it had errors for the tire pressure and wiper fluid, which normally should have been caught. That said, with the extreme cold I can understand this somewhat. Also, half way through the rental it said I needed a service, which probably should have been caught so that it didn't get rented out prior to getting that service.
All in all, I wanted to give this a 2-star rating, but due to the fact that the management and Budget worked with me on the errors I bumped it up. That said, they need to fix their manning issue and ensure the staff properly counsels the customers and not just rush them through the process.
I'm am thoroughly disgusted. My daughter's flight had a layover in Chicago and the connecting flight ended up being cancelled due to weather so she had to rent a car to drive back home. A lot of places were running out of cars so I guess price gouging was in order?? They charged her almost $300 to rent a car to drive back to Southern Illinois near St Louis!!!!!! Really???? Nice way to take advantage of people!! Only giving one star because I don't have the option of giving negative stars!!
How have they not been shut down? The way the Budget at ORD works is criminal. The staff at least smile nicely as they ring you up with overcharges they hope you don't notice. And from pick up to drop off they do it systematically like its institutional policy for them to see what they can get away with. Don't expect to be told they're secretly upgrading you or charging you a fee or why. Read every line on the receipt and expect to be swindled. Don't be in a hurry. Don't expect the manager to help you. And God forbid you have to call their customer service line, which is a special circle of automated purgatory.
While I have had great experiences with Budget at other locations and countries, my experience at the O'Hare office was terrible.
1. The customer service person tried to have me sign for an upgrade that I did not ask for and was not OK with. Had I not been closely looking at the printout that he was having me sign I would have been on the hook for a bill twice as large as I had signed up for online. This should be illegal.
2. When returning the car I was charged $15 for fuel service that, one, I did not sign up for, and two, I did not need because the car was RETURNED FULL.
Both of these things make me feel that Budget - or at least the office and staff at Chicago O'Hare - is trying to steal from me. These things are absolutely not OK and will absolutely make me think multiple times about using Budget again in the future, or recommending it to colleagues.
