Great hotel to stay at, right behind House of Government. The rooftop terrace gives photographers great shooting opportunities.

The rooms are large and comfortable with good showers. However that's the only good part of this hotel. Terrible customer service, poor house keeping, and definitely not 5* (closer to a high 2*, low 3*).

The room was not clean on checking in, and regularly not cleaned sufficiently throughout my 3 month stay, hot water switched off for 3 days without warning or explanation, poor wifi in rooms (often wouldn't work at night), lots of construction works going on inside the hotel, and out of our group several people had items go missing from their rooms which the management refused to act on.

If you are in Baku for one night it should be fine, but for anything longer, avoid this hotel at all costs.
