Probably, it's the worst hotel I've ever been. On/off operated aircon? No, you can't set the target temp in the room, you are only able to to turn the cool air on. A room built from a storeroom outside the floor, where even wifi doesn't reach to? Other angry screaming guests at the reception? Yes, all of those are about this hotel.
Have been a few times to Laos but never had such experience before.

Good spot for stay at Vientiane, good view to see Mekong river, nice, good price
Good spot for tourist if you like to hang out by Mekong river bank. But if you need a good sleep, consider somewhere else.
The essentials are good: spacious room, comfortable bed and large shower. The view of the Mekong from the rooftop bar is stunning.
Unfortunately the reception area is dark and rundown. The breakfast buffet looks like it was prepared some time beforehand.
The good side of the location is it's proximity to the night market and street restaurants. The down side is the popularity of kareoke in front of the hotel. At first, I thought we would never sleep but in the event we went out like lights. Anyway, I think the sound abates around 11:30 am.
So if you are a light sleeper better not risk it, otherwise if you want plenty of space and are not bothered by music then check it out.
Nice hotel with friendly, helpful staff; good Western/Asian breakfast included in room rate. Do NOT stay in east side rooms (e.g. 302) unless you like LOUD music until 10:30 p.m. The bar's musicians play right against that wall and it carries far. Rooms on west side (e.g. 308, 310) are quiet. The staff moved me after one night, though that may not always be possible.
It's a good location in between airport and city centre. Next to the river with live music inte the restaurant "tummour" (ตำมึà¸)downstairs. Good wi-fi speed in room, reception and restaurant areas. From the roof top there it is a beautiful view of the Mekong river
