Let me start by saying that I am not typically the type to spend energy writing negative reviews, but this place more than deserves it.
***Make sure you get a receipt from this place upon returning your car.***
1) The rep that “assisted us” tried to send us onto the shuttle empty-handed.
2) After I persisted and went inside to ask for my receipt, I listened as our rep bashed us in Spanish to his coworkers, not realizing/being aware of the fact that I could understand them.
3) They attempted to charge us nearly triple their posted costs for refuelling
4) Despite getting a receipt and going over everything, I monitored my credit card transactions while waiting for my flight and was honestly not surprised when astronomically high miscellaneous charges appeared. It would seem they not only charged me twice, but they also marked up what I can only HOPE is the security hold. ($1950)
In any case, my message to all readers is simple. Don’t trust these guys and MAKE SURE you leave with a receipt or they will attempt to rob you.
DO NOT RENT FROM THEM. If you are arriving via international travel, be aware that Avis/Budget will not help you with any issues and problems with this location as its essentially a privately owned licensee of their name but otherwise they are unaffiliated in all ways. I learned the hard way. Read the rest of the reviews here - this is systemic issue of fraud, misinformation, bad customer service, and a refusal to fix problems. There's plenty of competitors to choose from. Dont give them your money.
Crooks/Zero is not an option. I rented a 7 seat care for a vacation in Costa Rica. When I arrived they would not accept my reservation and wanted to charge me for for a 5 seat car when I made a reservation for 7 people. Car they offered only had 5 seats. After some arguing and them stating to me they did not have a car they came up with a 7 seat car for $386 dollars more then the original reservation cost (was going to be $790 more but he made me a deal according to him). I did not have an option as I had more people and luggage then I could fit in what they wanted to give me. The contract indicates that the person at the counter was Allen but I am not sure of this. I am making a complaint to Budget, Amex and Expedia. I went to budget after reading many of the other reviews and expected some form of honesty. I also recommend that you confirm that they are actually marking the car damage form when they are walking around. I had to have them make corrections to the form as the things I pointed out they did not mark. They just walk around and look like they are marking marks. I travel frequently/have traveled all over the world and this is the first time someone has actually made me feel hostage to a rental. I am disputing this with Budget. This guy who helped me was crooked!!! hope this helps.
Reserved car in states and quoted $142.32 for Costa Rica. Got bill for $435.94 because CR has fees and required insurance even though you decline protection. My dissatisfaction comes from being told I can accept refuel charges up front but if I return the car full they would waive the refuel fee. I filled the tank a couple miles down the road with cash and was still charged an insane $41.74 !!! and was told they can't waive the fee without a gas receipt, even though the tank was FULL. So, if I had gotten a gas receipt they would reimburse me the $42.74 but because I did not get one when paying cash at the gas station, they could not, even though the tank was visibly FULL past the Full tank line. I will NEVER rent from Budget again, customer service was completely unhelpful and unprofessional. Unacceptable RIP OFF company. SHAME ON BUDGET.
Guys were great and cut us a little deal on the insurance. I thought we were getting too much protect but the wear on the vehicles getting to and from were were, made me glad we got it.
My previous experience with Budget was all positive.
The price for this rental in Costa Rica was $42 higher than the estimate, additional services were silently added without explaining me their benefits and notifying me that's extra. The follow-up communication with Budget ended with nothing
Made me wait half an hr for a 3 min shuttle, then gave me a car with a tank that wasn't full.
On top of that there's the hidden insurance fee, but I was already aware it existed. That doesn't make it right tough.
Car was good, but service was horrible.
Reasonable prices, good selection of vehicles, great service.
Finally found a car rental in Liberia that is friendly and honest. Toyota rentals. Be sure u know how car rentals work before u book ur car. Once u get to the rental locations u could b in for a big surprise with insurance options being very expensive. Also check deposits.
I should have read the google reviews before renting, I was forced to buy liability insurance even though Budget has a big sign in their shuttle indicating coverages can be waived. I was expecting a total rental cost of 40, ended up paying 150. BEWARE!
We rented from them for 8 days. Price quoted was different than what we paid, not a big deal. We rented a 4x4 and picked up our car in Liberia with drop off in San Jose. We were picked up at the airport in Liberia and taken to their office very close by airport. I read about the mandatory insurance in Costa Rica, it is the SLI supplemental liability insurance that is a must and not the CDW/LDW as some people have posted on forums and on the reviews on car rental information. The agent at Budget told us this. He explained that the CDW coverage your credit card can provide a letter that you're covered and you can save 9$ per day. I called our credit card company and they send this letter in both English and Spanish via email within seconds, which I provided to the agent. Had I known this I wouldn't have purchased the CDW from Budget. This CDW is offered thru Allianz so you cannot cancel it with Budget. Costa Rica is one of the 4 countries in the world that requires this extra insurance. Even with both insurances the SLI & CDW purchased they still kept 1000$ deposit which was released a week later. Car provided was all right, there were few minor things like rust and few dents, we just made sure to take pictures and notate all damages on the form they provide. Car ran great, we never had any issues and had a full tank of gas. We elected to return car with empty tank. We returned car in San Jose ( airport location) and were provided with a copy of receipt and shuttled to airport. It is not like in the US where they print a receipt from a hand held device, they have to go inside their office and use a copier to make you a copy of the receipt. You don't need to rent their GPS, download google maps ahead of time for the area you need and it will be saved in your offline areas. Works perfectly!!!
Beware! Do not rent from this agency. My daughter rented and paid through travelocity but upon arrival was told she needed to leave a refundable deposit. The contract was in Spanish and she was told to sign, giving permission for an extra 400 dollars. She asked repeatedly if the money would be returned and was told repeatedly, yes. At the end of the weeks she was told she must have misunderstood and the money was for Costa Rican insurance and was not refundable. The Budget corporate office did not help, at all.
Convenient location to pick up vehicles for the day or week. Selection quality is very limited though.
BEWARE - quoted price does not include 'required liability insurance'. Clerk required a letter from our US insurance company stating our auto policy would cover liability while driving a rental in Costa Rica. Normal credit card insurance does not cover this supposed 'liability' requirement (we called & spoke with them). We were forced to buy additional liability insurance which doubled the quoted online price. Vehicle was great -
a small SUV, which I'd recommended if you're going to explore on any roads off the main highways, but cost twice what we expected.
Friendly service. I was a little surprised that we had to pay such a large amount for incidentals. (Just remember to read the fine print.) The small SUV was perfect for our family of three.
BEWARE!! The staff will force you to buy the additional insurance even though you are not required to by law. Ensure you speak with the manager and call Budget customer service in advance. Budget customer service has already flagged this location for "strongly recommending" the liability insurance on its customers but as I told corporate it is forced upon customers. Even with a credit card that covers rental insurance, the Costa Rica Budget airport office will say you still need liability insurance which is not covered by the credit card. This is completely false and Budget gives its customers an option of waiving but the local office does not tell you that. Please ensure you call Budget corporate customer service before or when you are at the location. Otherwise you will be ripped off with all the additional fees.
Awesome staff. Got us on the road in no time for our Costa Rica adventure. We were lat back but they pulled the stops out to get us on our plane on time. Rent from these pros.

The car itself gets 5 stars. No problems. Decent vehicle.
The customer service gets 2 stars. They were as considerate as they could be as employees working for a company that hides high fees in fine print ($20/day mandatory insurance on a $18/day rental). They have to deal with shocked and angry clients every daypoor bastards.
I'd have given them 4 stars in this category, but they refused to give me a paper receipt and never sent the electronic receipt via email, as promised. This could make life difficult for people seeking company reimbursement.
It is what it is, however. At the bottom of my Travelocity reservation it says, "Your rental may have mandatory, local insurance requirements that result in additional charges at the time of rental".
It even has "mandatory and local insurance" in Bold print. I called my bank credit-card service and they only cover accidents, not liability.
So there you have it. Now, $411.35 later in additional cost, I know better.
Everything about rental was fine (car was clean, ran fine, no problems with pick-up or drop-off), with two exceptions:
1. (minor) Gas tank wasn't really full when they gave me the car. Almost, but at least one gallon low. Not a big deal, but worth mentioning.
2. (major) Budget charges $20/day for a mid-size car for third-party liability insurance. National charges $12/day for same insurance. This insurance is mandatory. It makes Budget cars seem less expensive, when they are not. Next time, I'll use National.
