My husband and I have done Big Bus Tours all over the world, and have to say that the one in Vancouver was the WORST EVER!!!!!
We caught a bus with two friends, seats were all wet, as they hadnt put a cover on, the PA system was not working, there was no availability for foreigners to listen to a commentary (or anyone for that matter, as nothing was working).
I have sent an email to the company, and they have not even bothered to reply.

If you're willing to wait more than 20min at times then this is great value. We spent the whole day getting around the city. However only mid day was wait less than 20min. Early morning we waited 45 min & after 5 thirty min.

What a great experience this was! The buses were very well maintained, and driven by very friendly drivers who were able to answer all our questions! They even went as far as taking the time at stops to talk to my young nephew who was thrilled to be riding ride on both the double decker, and the open air buses! This is a great way to see the city of Vancouver, with the option of jumping off at any stop you want then hopping on again for the next adventure! Thanks so much!
