Good guy to deal with for unique cars

I bought a car for $5000. The check engine light came on the next day. Took it to get fix and he simply cleared the code instead of trying to fix it. He inspected it with brakes that were less than 30%, the rotors had not been changed, and the tires kept going soft due to "dry rot". He promised to fix the Traction Control light and it's been over a month since I bought the car. The car has been sitting at his shop for 5 days now and he hasn't touched it. He lied about what needed to be fixed on the navigation system. He claimed we had to call the 800 number and they would walk us through the steps. Well they can't, they need the serial number that he was suppose to supply us with. He is now avoiding my phone calls and is keeping my car at his shop for no reason and not fixing it. State police say they can't do anything and that I have to take him to court.
