They don't offer passes to those that live outside of the town of Weare. Each time I go it costs me 5 bucks, which builds up fast. The least they could do is offer a 50 dollar pass for those whose towns unfortunately don't have swimming places. Those that live in the town of Weare are offered $10 passes.
