Just moved out in November. Received my security deposit back minus carpet cleaning and few holes in the wall. No charges for normal wear and tear. Maintenance friendly and the manager helped me with packages that were delivered to my old address. Should have changed my address with Amazon lol

Charged for normal wear & tear when returning security deposit, not a normal procedure. HVAC system does not appear to be up to code, my living room vent was NOT SEALED, so I had lots of allergies & dust from the crawlspaces under the apartments coming in, along with dander from the cat living under there, not to mention the wasted heatthey are having the tenants heat the underfloor of the apartments for them! Horrible. On the upside, maintenance staff is very friendly.

We chose Legacy Bay despite the poor reviews as we learned that the complex was under new management and frankly apartments are hard to come by in the Binghamton area unless you are a student. We needed to find something quickly as my husband was relocating with his company. The ladies in the office seemed nice and knowledgable and gave a us brochure with the floor plans and room dimensions. They let us a tour a unit that they said would be like ours. They were great at getting us in a unit quickly to accommodate my husbands start date at work. Move in day..We arrived at the office at 9:00am signed our paperwork and then off to do a walk thru. The first thing we noticed was the missing hall closet on the 1st bedroom level, next we noticed that the bedroom closets were not in the same locations as the floor plan we were given. When we questioned this it was blown off. They never told us the truth as to why. There was a bad musty, moldy smell and stale cigarette smoke smell. On top of that the air conditioning did not work. To the maintenance departments credit they did address that issue that day changed the filters and so far the ac is working. As for the missing closets.Apparently they have had severe roof leaking problems (which I learned from reviews of other tenants) causing lots of damage/mold etc. rather than repair the roof they drywalled over the closets and put them in another location taking up 2 ft of space along the length of one wall in both of the bedrooms. and the closet in the hallway that would serve as extra storage and linen closet well they finally fessed up that that space was needed to build the closet in the first bedroom. Trying to fit furniture in the smaller space was a challenge as we went by the dimensions we were give at the beginning. Our disappointment was that they were not upfront/honest with us. If they had just said we have had to change the floor plans do to structural improvements and fix water damage issues we would have understood. Instead they came across as having something to hide. We will be having an air quality test done as well as testing for mold. The townhouse was fairly clean and painted and the carpet looks new in the family room. I hope that I can write more positive things about the complex in the future. It is an older complex and truly needs some updating on the outside as there is a lot of dry rot on the siding outside. the soffits and eaves are separating. Legacy Bay does have a lot of potential. Hoping the new management/owners will invest the time and money to make it the place to rent in the area. Trying to stay positive!

UpdateIt is 5 days since move in and the AC is not working again. AC was fixed although the temps outside have cooled and the need for AC is over.

Lastest issueIce. The build up of ice on the roof area above our door is frankly scary. Have asked management to help resolve this before someone gets hurt.

Really nice place to live!!!! Defiantly the nicest place to live in all of Binghamton. Plus they do criminal background checks on anyone over 18 so you know it is a safe community. Property management is on site and very quick to answer any problems. You do not have to deal with slumlords like other places. The view from the hill is beautiful.

Moved in about a year ago. Was new to the area and had to rent the apartment sight unseen. Was extremely pleased when I moved in. Large space, great lighting, and very clean. Maintenance always prompt and quick to resolve any issues. Love the girls in the office. Also seems like they are doing a lot of projects around the community. Including updating lighting, repairing buildings, and paving parking lots. Happy here!

It's a great community and very affordable housing. Most apartments have washer, dryer, and dishwasher. Just stinks in the winter since it's on a huge hill

I lived here for a year and I really liked it. Its quiet, the maintenance staff is very responsive, and the office staff is kind and polite. The apartments themselves are nice, generally pretty updated. The management company does a good job of continuing to update apartments as people move out/in. Its a pretty nature-y place to live yet its very close to major highways and the downtown. The gym is small but it is nice and has what you need. It's crowded sometimes, but mostly I was the only one in there when I used it. Parking is super convenient as its right outside your door. In-unit laundry is a huge plus for me, too. Mail comes right to your door or to your personal post office box by the parking area. Overall, I really liked living here and if I wasn't moving away, I would be staying!

I think that a lot of the older, bad reviews are a reflection of the prior management company that ran the complex, FYI. And the closet issue that a few people mentioned has been fixed, though it resulted in taking a bit of space out of the bedrooms when they rebuilt them.

We moved here in February and absolutely love the place. The maintenance requests are answered in a timely manner. The staff is friendly. The landscaping is clean cut and done regularly. The inside of the townhomes are up to date and clean. The only downside is the difference in temperature between the top floor and bottom floor but we manage with the windows and heat/ac.

Nice apartment units with interesting layouts. Well updated kitchen and bathrooms. Very quiet area. Well maintained grounds. Maintenance is quick to fix any problems.

Don't try to rent here other wise you going to lose your money on heat because the building is very old no insulation extremely cold in the winter in side the closets they are literally like a freezer you can put your meat product in there and week management not happy I am trying to find different place.

I had a good experience there until I moved out. Doesn't pay off to move out correctly with them. Lease requires you to get a carpet steaming when you move out and then they charged us again for a carpet steaming through our security deposit. Incompetent staff.

Lost a lot of package! 3 in a month. Rent is ok, Do Not choice any high speed plan for your internet!!!! The Internet cable goes into your room is shared with 5-6 other rooms! So even you choice a $1000 plan the speed limit is still gonna be around the $15 a month plan. TWC told me that is is impossible to give you a higher speed connection.

Incompetent management at site and regional manager. Unable to comprehend simple math. Told my daughter her income from a college savings plan could not be counted as "reliable income" so I offered to pay the year in advance and was told that was not acceptable either. So monthly income is not allowed and paying up front is not allowed? Idiots.
After talking to people afterwards about the place and the crime and drug rumors I guess things happen for a reason and I'm glad my daughter isn't there.

It's been a whole year now and there's nothing from which I can complain but 2 things.
First, the insulation for these houses is crap. In winter even if the heating is on, the coldness will get into the house unless you keep it working between 75-80 the whole time.
Second, there isn't a decent playground for children even though the area is available next to the gym. I have to drive my kid to a place where he can play without being worried.
In regards of some comments below, seldom can you find a reality office that would help or appricate the resident for moving out early stuff and termination. They all have nonsense rules that work only for them. However, maintenance is SUPER. I would say it is the best. Once you make the request, it's a matter of an hour before they show up.

2 winters ago was our first winter there. The closets were structurally flawed and the snow was piled high on the rooftops. The heat from the apartments was melting the snow on the rooftops and leaking down into the closets. It was true for many of the other apartments all over the property and much of the things people had stored had water damage as a result. I knew this wasn't only a problem the first winter we were there because I had another friend that had leaking closets in previous years as well. She found black mold on her baby's mattress and on much of what had been stored in her child's closets. Another friend with a brand new baby found black mold in their apartment, as well. They suggest you get renters insurance, but they don't mention there is more than average risk for your things to get damaged in their apartments. There was a very good chance because of the leaky closets that they knew about. Dishonest. Wedding dress (mine), pictures, keepsakes were among some of the things affected for many people. They came to "resolve" the leaks in our closets and they took the doors off of our closets (the doors were the only things keeping the cold out because the closets were not insulated very well at all.) We had to close the door to our room to not run up the heating bill for the rest of the house (no compensation was offered for that, either). Our bedroom was basically unusable space for 6 weeks though our bed was in there so we slept shivering in 55-60 degree room. We were cooperative as they built closets inside the room and closed up the other closets with drywall, though it ate into the space promised in the bedrooms. The water leaked through the floors, under the carpets and onto the padding and base floor, so I know they will continue to have black mold in their apartments as the leaks were never resolved. So if you move there, which I would discourage you from doing, check the inside floors by where the outside closets are. They will likely be wet in the winters and building up black mold. The office ladies tend to gang up when you go in to talk about issues. They did offer half off a month of rent for our troubles, for many people that didn't even touch the amount of damage that had been done to their property. There is a good chance all the closets are closed up now so they will tell you this is resolved. But they did NOT resolve the leaks, they just put a wall in front of them. Not safe, especially the longer the closets are closed up and festering with leaks year round.
