School is a pos. They support students who were hazing and don't care about their students well-being

Well this is the worst school district! My daughter had very good grades! And they are trying to fail her because she is not reading 50 words per minute, and then told me it was a state law mind you she is in 1st grade. So I called local schools to see if it was true, well I was told it was based on grades, through local schools and department of education, I'm still trying to understand this, holding her back for not reading fast enough, they say there are doing what's best for her but if they were they wouldn't lie to her with her good report card student of the month in February. Then tell her she is not good enough because she is not reading 50 words a min. yet she doesn't qualify for tutoring or IEP ????
