Almost no water in February. But could be definitely amazing in wet season.
Nice tall waterfall once you get there However the walk there took around 1.5 hours from downtown Hsipaw and goes thru a cemetery/ landfill/ trash heap/ incinerator. Be prepared to breathe toxic air before you reach the nice bucolic farm scenery thru which you imagined you would hike. Once you get there, the volume of water is not great. Also it looks unclean, like mildly soapy laundry water. My guess is that someone upstream of the falls is doing laundry.
We saw them very early in the morning, with fog and grey sky. Better go after 10.30 when the sun makes the clouds disappear. Waterfalls are impressive in heights, not that much in width since they fall in a very narrow pond.

Nice walk then a nice chill under the shade of tree by the bottom of the fall.
Can get busy at times.

Beautiful waterfall, great view of the rice fields, though very dirty surroundings.
Was not worth it in june, no enough water to swim. The walk to the waterfall is nice and not demanding at all.
