This is the worst bar that I have ever encountered in Asia. The owners choose to protect there regular customers even if they cause problems with new customers. I have to report this bar to tourist police 2 times because of their drunk regular customer. There are many better bars in Siem Reap so at all costs stay away from this bar. Anyone that would give this bar more than one star only see one side of the two faced owners.

Stumbled in on my first night in Siem Reap because I desperately needed WiFi to send some emails. Sat at the bar to get the password. Bartender man tells me internets out. I order a drink anyways.
Bartender (ends up being the owner) comes around the bar and takes a seat, talks about Internet outages and other stories about moving to South East Asia. Due to his funny banter, great drinks (at expected prices), I ended up staying a few hours instead of a few minutes and had a great time.
