  We came in to relax and have a beverage. The cats are chill and just doing their own thing. They'll let you pet them, but typically don't come up to you seeking attention.
  
  When you are 'chosen' though, best feeling in the world.
  
  Drinks were good, cats were amazing.

  The cats are so cute! My friend and I really enjoyed their company. The staff was also alright, however, they didn’t speak much. The food tasted alright, although the dragonfruit smoothie was quite tasteless. We got the Belgium waffles and the breakfast burrito🧡 The food also took a little while, however, with the company do the cats, it didn’t really matter. I will come back if I ever visit Phnom Penh again :)

  We spent an hour or two at Ministry of Cat, playing and sitting with the cats. They were all very friendly and seemed happy!
  
  The coffee was really good, served differently to your standard iced coffee 😀
  
  We also had the salted caramel pancakes which were nice!

  A fun find - they keep a limited number of cats but enough to keep things interesting. The menu was pretty good - cat themed of course and with some creative drinks. I would go even without the cats. And the presentation was pretty, which is always fun.
  
  Good for some quiet cuddling time with cats by yourself or with the kids. Was relatively busy on a Sunday afternoon so you might want to visit during a quieter time.
