This place is a joke. The system makes absolutely no sense. You have to queue even if you have an appointment, and it takes ages to even get inside the building. Once you're in, they give you a number and you have to wait once again. There are 17 counters but only about 5 of them are open, people are forced to wait for hours and hours at this place. I personally didn't have any issues with the staff but I barely had to deal with them, but the guys who work outside and manage the queues spoke to a number of people with a very rude and aggressive tone.
I was here today , to be honest the Q was long , but we get in fast around 30 minutes priority for people who has appointment.
They give a number and wait another 30 minutes inside , the police man was so kind window number 11 ,then he will give you a number for fingerprint room , you wait for a while then feneto !!

Even by appointment I had to wait for many hours in line
I arrived at 8:30 and there were already many people in line, so I had to wait for an hour to get into the building. But this is not the worst thing. The worst thing but the bad attitude of the staffs. After I entered the fingerprints room, the lady spoke Italian to me rudely, and when she found I didn’t understand and behaved wrongly, she became even ruder and arrogant. I didn’t know it’s necessary to know Italian to get a resident card, I also didn’t know police station staff needs to be multitasking “one hand holds my fingers, the other hand busy with her cellphone”.
As many people have stated, even if you have an appointment, you will likely have to wait outside in the general queue for more than an hour (my wait time was 1.5 hours). But no one has really discussed the facilities. There are bathrooms available but no toilet paper and I don’t believe they were separated by gender. The toilets are a glorified hole in the ground with constant running water so be prepared to squat and bring tissues. There are vending machines but they only take coins otherwise there is no option for food. There is an espresso machine somewhere but I couldn’t find it. I do not believe there are water fountains in the building. So bring snacks and drinks. No lighters are allowed and will be confiscated at security. There is no entertainment like a TV so bring something to do, especially if you have kids. In the summer it is not air conditioned but there is outdoor seating. Additionally there are no power outlets I could find so have a well charged phone/computer. There is no WiFi.
I gave 2 stars because even though I waited over 7 hours, despite my appointment time, both immigration personnel I interacted with were very kind. Some speak English but it is not a given so I would have a translator app installed on your phone. Good luck!
I just give 1 star because the policemen who work in this immigration office are not accomodating and so rude specially to the foreigners who want to process their documents. Atleast doing job. They are relax in their office chating with officemates. And they not kind talking to a person " specially in foreigners I hope they change their attitudes and the goverment will take an action on it.
These people are heroes! I had an emergency, I needed something to be done in maximum 24 hours and it was a difficult request. They understood my situation and they did much more than what is written in their 'job description' in order to get it done. After experiencing bureaucracy in Romania, Germany and Netherlands, I have to say that Italy is the best in terms of emergencies so far.
They showed empathy, ownership and great performance in working under time pressure. I'm very grateful for your support and I'm proud to be an Italian resident.
What a shame! We had appointment at 09:00 and we had to cue for 3 HOURS outside under the sun with 35 degrees. At the entrance there was a horrible disinformation and so we waited so long. No respect for the people that have children or pregnant women, old people. There is no a special way for invalid person. After 6 hours that we arrived at the window, the operator also had the courage to tell us that we were in late and the appointment was before. No one speaks english (Shame) and the police didn't understand what we needed (also was not kind because we dont speak italian) and the result was that after 6 hours of waiting, we came out with no information and another appointment to get. I think that in this period, immigration office is one of the most critical offices in the world and it should be direct better than the apocalipse we lived.
When shall they work and why if I call them they don't answer.

They work way too slow They're rude and unprofessional and there is not much sitting space for people and there public toilet sucks it looks like it hasn't been clean for 20 years and it's not a seating toilet
They made a huge mistake in issuing my permesso code which is not the same as my codice fiscale!! They have no idea to make it correct or fix my problem because all the problems I have faced are not in their business!! I ever get rid of money, losing my scholarship and cannot open the bank account either to transfer money from my country because of this difference! But they don’t care! All They say in response is : it is your personal problem!
The entrance checking is not effective.Same person check the the documents and validity to enter the premises while he also involve in security check-in.Lot of time consuming and very long line outside.
If you have a legal purpose in this country and all documents ready, you should do just fine. Don't be scared of all the one star reviews, staff were very nice to me even tried very hard to speak English. Yes the line is long and the process is slow just like everywhere else in the world but at least it has gotten much better compare to five years ago.

And the public toilet was terrible,it's better to go outside bars or the toilet which in metro station.
