You cannot visit this government building. But the Che mural on the facade make your visit just outside the building worthwhile.

This is 1 of those set piece areas you almost have to visit. It's a site where Castro used to give long speeches and the iconic images of Castro and Che provide great photo spots. It's easy to get to as well.
