You certainly can walk up and get some amazing views from the top. Just take the elevator up as far as you can, then the stairs the rest of the way. There's a security guard who's pretty great at finding you on asking for money or not letting you up. Make sure you bring some small denomination bills so you can say that's all you've got. Otherwise he keeps asking for more..

If you are really lucky you can walk past just before sunset and get invited in. For just 1 US dollar the security guard will let you go to the top and you can watch the beautiful sunset over Habana.

Art Deco building showing the magnificence of the old Cuba. Get in take a minute to see around and then climb to the topfloor with the elevator. few stairs up and you will have one of the best views in La Havana!
