  The three stars is for the new design of the website that is good, attractive and dynamic.
  This notwithstanding, much is still to be done from my humble point of view:
  Firstly, a possibility was created for any one to save his contact and profile so as to be alerted on the evolution of his file via email. unfortunately the registration procedure is having problems (bugs) as you can't save your profile.
  Secondly, it is preferable to use an sms-alert system because many people are found in areas where to load an internet page is difficult if not impossible whenever internet is present.
  Thirdly, the alert system (if the bug is arrange) should not just alert on the evolution but also alert in case of any problem like a files lacking or missing, such that the owner of the file can rapidly come to solve the problem. As such files will no more last for several months, years on the same position for no good reason.

  Trop de lenteur et de corruption dans ses services. Des efforts considérables doivent être fait dans ce sens.
