I understand that the penguins are not always there due to migration patterns. We went in late December 2011 and saw hundreds, maybe thousands, of penguins.
We hired a fishing boat to take us around the island (you cannot go onto the island as it and the penguins are protected). We got close enough to get amazing photos (from the boat) of penguins and birds. We hired a fishing boat from Zapallar to the island and back. I recall it took about 40 minutes each way and about 1 hour taking photos.
