  Stay away!!! I rented a car through their Boulevard Hotel office (Thrifty/Hertz) in Baku. When I was picking up the car, the staff told me I had to buy insurance again for an extra $60, "because they don't accept the insurance" I already had purchased through Tipoa Car website. When I was returning the car, they tried to charge me $160 for "driving above mileage limit", something that they never had told me before, nor was on the rental agreement. When I refused to pay the extra charges, they treated me very inappropriately. Then, I threatened to call the police and they backed off.
