Police Constable Leroy Rouse Retires after 25 Years of Policing
The RAPF announces the retirement of Police Constable 68 Leroy Rouse, after serving (25) years of dedicated service as a Police Officer in the Royal Anguilla Police Force.
Constable Rouse, a Barbadian by birth, joined the RAPF on 1st January 1994, and later completed his initial training as part of recruit course # 100 at the Regional Police Training Center in Barbados.
Upon completion of his training, Officer Rouse worked in various departments and out stations which included Beat and Patrol Department, Traffic Department, Blowing Point Police Station, Criminal Investigations Department and Sandy Ground Police Station. He also acted in the capacity as Sergeant of Police.
Officer Rouse also spent a considerable amount or time in his Policing career attached to the Judicial Department in the capacity of the Judges’ Orderly. In his earlier years PC Rouse was a very skillful footballer and represented Anguilla in a number of football tournaments both locally and regionally which included the Shell Caribbean Cup Competition.
Commissioner of Police Mr. Paul Morrison and other ranks of the Royal Anguilla Police Force wish PC Rouse a very productive retirement and all the best in his future endeavors.
PC Rouse’s retirement was effective 19th September, 2019.

Glenville Hodge, 23yr Old male of Island Harbour, was charged for the offence of
Murder of Taitu Kai Goodwin 27 yr. old female of Sandy Hill.
Mr. Hodge appeared before the Magistrate Court on Wednesday 11th September
2019 and was remanded to Her Majesty Prison.

42 yr. Old Male Charged For Manslaughter
A 42yr. Old male from Island Harbour has been charged for the offence of manslaughter by causing the death of Jahvid Frazer 31 yr. Old male of Island Harbour.
The accused man appeared before the Magistrate Court on Wednesday 11th September 2019 and was remanded to Her Majesty Prisons.
The RAPF would like to remind the public that:
a) The defendant is entitled to a fair trial;

Royal Anguilla Police Force Coordinates 12th Youth Development Program
The Community Relations Department of the Royal Anguilla Police Force in collaboration with the Anguilla Education Department, The Albena Lake Hodge Comprehensive School Campus B and other social partners on Monday 2nd and Tuesday 3rd September 2019 conducted its 12th Youth Development Program.
The program which focuses on the Form 1 students each year at the ALCHS but extended this year to the Form 2 students since they did not benefit last year is geared toward building the social capacity of the students, as they enter secondary school. For the duration of the school day, Students were exposed to sessions on Anger Management, Sexual Health, Respect and Discipline, Nutrition, Hygiene and Bullying. Presentations were made by representatives from the Health and Nutrition Department, School Nurses, Probation Department, Pastors, Teachers and others contributors who were previously involved in the program.
This year, as has been in previous years, the programme was ably supported by many businesses entities and individuals throughout the community who donated both financially and in kind. Additionally, many individuals gave of their time to ensure that the snacks and refreshments were prepared in a timely manner for the students, by volunteering on the day of the program.
The Community Relations Department wish to extend sincere gratitude to all those who contributed, made presentations and assisted in any way to the continued success of the program. Special thanks must be made to the Principal and Staff of the ALHCS who were very instrumental in having the students ready and available for the sessions.
A total of 158 students or 92% of the expected student body benefited from the program on Monday and 174 students or 87 % on Tuesday.

RAPF Update
The Royal Anguilla Police Force conducted investigations into the circumstances surrounding the death of Mr. Kenny Mitchel. Having reviewed the evidence gathered in the process; in the form of statements and the pathology report, we later sought legal advice from the Attorney General Chambers as it related to this case as we are required to do by law. Based on the legal advice that was given a decision was made to charge Mr. Gavin Hapgood for the offence of manslaughter.
On April 16th April 2019, Mr. Hapgood was re- arrested charged. He was then taken to the Magistrate Court on the 17th April 2019 where bail was denied, and he was remanded to Her Majesty’s Prison until August 22th 2019. On the same date Counsel for Mr. Hapgood made an application to The High Court Judge for consideration for the granting of bail to Mr. Hapgood. Counsel for the defendant was successful in his application which resulted in Mr. Hapgood being granted bail in the sum of $200,000.00 EC dollars to appear in court on August 22nd 2019.
The RAPF has executed their function and likewise both courts adjudicated over the matter. This matter is now before a competent court and the law should be allowed to take its course without interference. I am aware that members of the public have different views on the issue and you are entitled to your respective views and I respect your views, I also respect your fundamental rights of freedom of expression, all i am asking Is that you do not say or do anything that can jeopardize the case and let the process take its course.

The Royal Anguilla Police Force needs the publics support to solve crime and we need their support at this time.
We are not shrouding the case in mystery we are bound by rules and so are others on what can be said. We have charged a man in connection with the death of Mr Mitchell. The court granted bail and we now prepare for the Court process and eventual trial.
The temperature is high on this issue, some understanding of the criminal process may assist- arrest, charge, bail etc.
The standards that need to be met and what goes into the analysis at each stage.
The Police arrest, carry out the investigation to a defined investigative model, the case file building and charging if the evidence supports that a crime has been committed.
The Courts deal with bail and there is a presumption in favour of a grant of bail. At all times until convicted there is the presumption of innocence.
The Attorney General Chambers or Police Prosecutors put the police case before the courts and defence lawyers defend the accused.
There is also the need for High Court cases to avoid tainting a jury pool in a small society, hence the need for Police and Prosecution to be discrete in what they disclose to the public when matters arise.
It is in everybody’s interest that the authorities act within the law and that we seek justice for victims and those who are accused of crimes are dealt with fairly in all cases. Justice can only be served when a guilty man is convicted and an innocent man is not, and that is decided before the Court and were the rules of evidence and law preside and not in social media where there are no rules

RAPF appeals for responsible Behaviour
The Royal Anguilla Police Force acknowledge the fact that people want information in respect of the recent arrest and charging of a US tourist, however, like all investigation these are not conducted on social media. These matters are now before the court and are sub judicial.The comments being made on the RAPF facebook have no foundation in fact and are likely to incite racial hatred and can prejudice a jury especially since they will be chosen from among the community of Anguilla.
Further The RAPF would like to inform the general public that they in no way are associated with or condone any racial or prejudicial statements or innuendos being circulated on social media as a result of the said incident and ask that person stop posting such material on the RAPF Facebook Page.
If you do not then we will consider if these amounts to breaches of the law and act accordingly. We respect your right to express yourself but this must be done with due regard to good conduct, public order and the constitution. As published in the RAPF’s policing Strategy, the RAPF upholds its core values which respect race and diversity. As such the RAPF would like to urge the general public to desist from making such statement which can ultimately negatively affect the amicable environment which we proudly call tranquility wrapped in blue.

Traffic Requirements for Festival Del Mar at Island Harbour on the 20th and the 21st of April 2019
The Royal Anguilla Police Force wishes to inform the general public of the Traffic Requirements for the Festival Del Mar at Island Harbour on the 20th and the 21st of April, 2019.
To ensure the safety of all persons travelling to and from the events held at Island Harbour on both days:
1.The road east of the gas station up to the former “On Da Rocks” Bar. will be blocked on both days to vehicular traffic from 9:30am and 11:am respectively, until 1:00am.
2.The Keys Road would be the diversion route for all motorist not attending the event.
3. There should be no double parking on the Island Harbour or The Keys Main Road.
4. There would designated parking on the grounds of the Vivian Vanterpool Primary School and the St. Andrew’s Anglican Church.
All motorist are asked to adhere to all road signs and instructions given by members of the Royal Anguilla Police Force. The Royal Anguilla Police Force wishes all a Safe and Happy Easter.

44yr Old American Male Charged for Manslaughter
Garvin Scott Hapgood 44 yr old male was arrested and charged for the offence on manslaughter. Mr. Hapgood appeared before the magistrate court today Wednesday April 17th 2019 where an application was made for bail on his behalf. Upon hearing the application, bail was denied and Mr. Hapgood was remanded to Her majesty prison to return to court on Thursday August 22nd 2019.

RAPF Investigates Homicide Incident
At 4:05pm on 13 April 2019, the Royal Anguilla Police Force (RAPF) responded to a report of an incident in the West End area.
The incident resulted in the death of one resident of Anguilla. The RAPF is carrying out a thorough investigation in to this matter. A family liaison officer has been assigned to the family of the deceased.
A pathologist will arrive in Anguilla on 15th April 2019 and will carry out an autopsy to determine the cause of death. Both the Acting Governor and the RAPF would like to express their sincere condolences to the family and friends of the deceased and all those who are affected by this incident.
A further statement will be issued by the RAPF in due course.

RAPF Host Drum Circle Event for Officers
The Rank and File of the Royal Anguilla Police Force on Friday 5th April 2019 displayed their versatility when they participated in a drum circle recreational event, which was facilitated by Canadian / Anguillian citizen and founder of “Heartbeat Drum Circles” Miss Judy Guthrie. The event took place at the Police Headquarters in The Valley.
Despite numerous uncertainty as to what the event was actually about, it was well received and accepted by the over 25 officers in attendance. The event which involved the use of drums and percussion instruments was fun filled, relaxing and was indeed a stress reliever. This corporate connecting exercise came on the heels of the RAPF making the announcement of a reduction in crime for the first quarter of 2019 in comparison to 2018.
Many officers’ express positive sentiments about the event, and look forward for many more to come. Commissioner of Police Mr. Paul Morrison, and Ex Attorney General Mr. James Woods who was present also took part in the event.

RAPF Reports Reduction in Crime For The First Quarter of 2019 in Comparison To 2018.
The Royal Anguilla Police Force (RAPF) has today Monday 8th April 2019 released statistics comparing the first three months of 2019 with the same period in 2018. Overall the amount of actual crime has reduced by 22% (down from 218 to 171 crimes in the period). While those brought to justice has more than doubled – up to 52%.
Figures for serious crime remain roughly the same, there was an encouraging increase in seizures of firearms and ammunition reflecting the priority the RAPF places on addressing the problem of guns, and the professionalism of their investigations. The figures also show an increase in the number of sexual offences which in significant part demonstrates a greater willingness of victims to report (in itself a good sign) and our efforts in child safeguarding.
The Commissioner of Police Mr. Paul Morrison take this opportunity to express heartfelt thanks to all the officers and staff of the RAPF for their dedication and hard work. Commissioner Morrison stated that crime reduction requires an overall team effort and also express thanks to the people of Anguilla for their continued support in the fight against crime. RAPF Investigates Shooting Incident
The RAPF is presently investigating a shooting incident which occurred last evening Wednesday 3rd April 2019 at Spring Path Village Anguilla in the vicinity of Albert Issacs apartment. As a result, a 41 yr. old male of Spring Path sustained a non-life threatening gunshot wound to his lower leg.
The RAPF is appealing to anyone who would have been in the area of Spring Path at about 7pm last evening, or would have heard or seen anything suspicious, to contact the Major Crime Unit of the Royal Anguilla Police Force at telephone number 497- 5333. Persons can also speak to any police officer who they are comfortable with or who they can confide in. Additionally, information can be sent via the RAPF Tips Website by logging on to www.gov.ai/911 which is a secure website.

RAPF Issues Warning Against Illegal Lottery
The Royal Anguilla Police Force wish to inform all operators and patrons of what is commonly known as the Illegal Spanish Numbers or Illegal Spanish Lottery that it is unlawful to conduct, participate or facilitate any lottery activity from anyone or anyplace who is not a legally authorized agent.
The sole legally authorized Spanish Lottery in Anguilla is operated by Madroka, and there are 3 authorized outlets which are located at:
• The Caribbean Commercial Complex
• The Quarter
• Stoney Ground, at the entrance of the road leading to The General Hospital.
There are also 10 authorized mobile agents conducting sales on behalf of Anguilla Lottery operated by Madroka. These agents will be at various locations, and will be in possession of an identification card authorizing them to conduct business on behalf of Madroka. RAPF promotes three new Inspectors and five new Sergeants
Commissioner of Police Mr. Paul Morrison has confirmed the promotion of three Sergeants to the rank of Inspector and five constables to the rank of Sergeant.
The three new Inspectors are Shem Wills, Helmert Mason and Kenneth Millette. The new Sergeants are Lesroy Clarke, Edson Charles, Shanette McDowall, Paul Trim and Jonathan Tyson.
The new promotions which came as a result of a recently held promotion process will see these officers posted across the RAPF in departments such as Beat and Patrol, Tactical Unit and Criminal Investigation Department as well as two newly created departments; Corporate Development and Police Standards.
“I personally wish to thank all those who put themselves forward,” said Commissioner of Police Paul Morrison. “It’s absolutely necessary to take these challenges and learn from the experiences as it’s the only way we can test ourselves and develop for command. I congratulate all the candidates both those who were successful as well as those who were unsuccessful for their commitment to the public and the RAPF.”
The promotion panel, which consisted of Mrs. Aunika Webster-Lake, Superintendent Haslyn Patterson and Commissioner Paul Morrison, would like to pass on their admiration to all the candidates who went before the two promotion boards over the past six days. All the officers are commended for conducting themselves professionally and for their performances.
The promotions will be effective Monday 26th November, 2018.

Two arrested for and charged with murder of Lofton Foreman
The Royal Anguilla Police Force has arrested and charged 31 year old Salim Richardson of the East End and 23 year old Shaquille Gumbs of Garlin Bottom with the murder of Lofton Foreman.
The two who were arrested and charged over the weekend were taken before the Magistrate’s Court on Monday 12th November, 2018 where they were both remanded to Her Majesty’s Prison. They are both due back before the court on Wednesday 14th May, 2019 to answer to their charge.

39 year old arrested for drug offences and obstruction
The Royal Anguilla Police Force on Wednesday 7th November, 2018 arrested and charged 39 year old Fritz Richardson of South Hill with possession of cocaine and cannabis as well as obstructing the police while in execution of their duties.
The alleged offender who appeared before the Magistrate’s Court on Monday 12th November, 2018 was granted bail in the sum of EC $45,000.00 with one surety. His condition of bail is the immediate surrender of travel documents.
Richardson is due back in court on Tuesday 15th January, 2019 to answer to the charge.

Update on investigation surrounding the death of Lofton Foreman
The Royal Anguilla Police Force reports that at 9:30am on Friday 9th November, 2018 Salim Richardson of The Copse, East End voluntarily surrendered to the police at The Valley Police Station accompanied by his lawyer Michael Bourne. As a consequence Mr. Richardson is no longer wanted by the police.
However as the police continue its effort to locate Shaquille Gumbs who is also wanted in relation to the ongoing investigation we would like to inform the general public, that it is an offence to harbour a person that is wanted and known to be wanted by the police. Any person or persons found harbouring Mr. Gumbs may be prosecuted.
Anyone having information about the whereabouts of Mr. Gumbs are asked to call the Valley Police Station and speak to an officer from the Major Crimes Unit or any officer of their choice.

Anguilla records 3rd murder for 2018
The Royal Anguilla Police Force is investigating the circumstances surrounding a shooting incident which occurred in Garlin Bottom, Island Harbour on Wednesday 7th November, 2018 around 5:45pm.
As a result of the incident the victim Kittian National 35yr. old Lofton Foreman who resided in Sachasses received gunshot wounds to his upper body. He was transported to the Princess Alexandra Hospital for medical attention where he was later pronounced dead.
As the Police continue their investigation into this matter they are soliciting the publics’ assistance in locating 31 yr. old Salim Richardson of The Copse, East End and 23 yr. old Shaquille Gumbs of Garlin Bottom, Island Harbour who are persons of interest in this ongoing investigation. The public is been asked to report any sighting of either persons to the police department. They are also advised not to approach any of them since they are both considered armed and dangerous.
Anyone having information about the whereabouts of either suspect are asked to call the Valley Police Station and speak to an officer from the Major Crimes Unit or any officer of their choice.

23 year old arrested for possession of Cocaine
The Royal Anguilla Police Force reports the arrest of 23 year old Luis Samuel of South Hill on Monday 29th October, 2018 with possession of cocaine and possession of cocaine with intent to supply.
The alleged offender who arrested by the Customs Department and later charged with the offences was taken before the Magistrate’s Court where he was remanded to Her Majesty’s Prison.
Samuels is due back in court on Tuesday 6th November, 2018 to answer to the charges.

Two arrested for Causing Actual Bodily Harm
The Royal Anguilla Police Force on Monday 29th October, 2018 arrested and charged 28 year old Griffin Lake and 26 year old Marcris Rogers both of Island Harbour for causing actual bodily harm.
Both Lake and Rogers appeared before the Magistrate’s Court on Tuesday 30th October, 2018 where they were both granted bail each in the sum of EC $20,000.00 with one surety.
They were both ordered by the court to have no contact whether directly or indirectly with the complainant by any means as well as to not knowingly go within 100 feet of the complainant in the matter.
They are both due back in court on Thursday 17th January, 2019 to answer to the charge.

The Royal Anguilla Police Force on Tuesday 23rd October, 2018 arrested and charged 23 year old Javard Clarke of West End with possession of cannabis.
The alleged offender who appeared before the Magistrate’s Court on Monday 29th October, 2018 was granted bail in the sum of EC $50,000.00 with two sureties. He has been ordered by the court to keep the peace as his condition of bail.
Clarke is due back in court on Thursday 6th December, 2018 to answer to the charge.

Past Chiefs and Commissioners of Police display
The Royal Anguilla Police Force has once again displayed pictures of Past Chiefs and Commissioners of Police at The Valley Police Station.
The display which can be seen as you enter the police stations portrays the eight (8) past COPs as well as the present Commissioner with a name tag displaying each name and the period of time served. Two (2) of the eight Col Claudius M. Roberts and Mr. Joseph N. Payne who served as Chief of Police until 1985 and then Commissioner until 1990 whilst the other six were Commissioners of Police.

Police arrest 29 year old for assault
The Royal Anguilla Police Force on Thursday 4th October, 2018 arrested and charged 29 year old Javonn Francis of South Hill with assault. Francis who was initially arrested under the Domestic Violence Act was later charged with the offence following an investigation into the matter.
On Friday 5th October, 2018 Francis appeared before the Magistrate’s Court where he was granted bail in the sum of EC $20,000.00 with two sureties.
Francis was ordered by the court to keep the peace and to be of good behaviour and not to interfere with or have any contact with the virtual complainant. He was also ordered to surrender all travel documents and not leave the island without the court’s permission.
He is due back in court on Monday 22nd October, 2018 to answer to the charge.

The Traffic Department of the Royal Anguilla Police Force is advising all persons who are scheduled to sit the Traffic Written Test that as of Tuesday 9th October, 2018 the test will commence at 3:00pm and not at 2:00pm.

Inspector Haslyn Patterson promoted to Superintendent
The Commissioner of Police of the Royal Anguilla Police Force Mr. Paul Morrison has announced the promotion of Inspector Haslyn Patterson to the rank of Superintendent of Police within the Royal Anguilla Police Force.
Supt. Patterson who joined the RAPF on 1st March 1995 will now be responsible for Operational Policing with the Royal Anguilla Police Force. He has served in many departments throughout the RAPF most recently as Inspector of the Criminal Investigation Department with responsibilities for the Major Crime Unit, Volume Crime Unit, Safeguarding Investigation Unit, Scenes of Crime and the Criminal Intelligence Department.
Supt. Patterson has benefited from various training programs such as a Senior Criminal Investigating Officer, Junior Command, and Junior and Senior Criminal Investigation Course.
In announcing the promotion Commissioner of Police, Paul Morrison said, “I wish Supt. Patterson every success as the RAPF continues on its change program. Supt. Patterson has shown that he has the necessary skills and the capacity to add value on this program of reform. I am confident that he will continue to make a value contribution to the implementation of the Policing Strategy for 2016 – 2019 in his new role as Supt. Operation.”
In accepting the new responsibility Supt. Patterson said, “I am truly grateful for this opportunity to serve the citizens of this beautiful island in the capacity of Superintendent of Police. I am committed to the Force’s priorities of working in partnership with other stakeholders, in keeping crime on the island low. I am also committed to maintaining Anguilla’s reputation as one of the safest destinations in the region for persons who live, work, and vacation here.”
Supt. Patterson’s promotion was made effective Friday 28th September, 2018.

Two arrested for drug offences
The Royal Anguilla Police Force on Saturday 29th September, 2018 arrested and charged 31 year old Stephon Ruan of The Farrington and 18 year old Lynneka Gumbs of Stoney Ground with possession of cannabis, possession with intent to supply and obstruction. Ruan was also charged with resisting arrest.
Both Ruan and Gumbs appeared before the Magistrate’s Court on Monday 1st October, 2018 and were granted bail with one surety each. Ruan was granted bail in the sum of EC $50,000.00 and Gumbs was granted bail in the sum of EC $25,000.00. They have both been ordered by the court to keep the peace and to be of good behaviour as a condition of bail with Ruan being ordered to surrender all travel documents as well.
Both Ruan and Gumbs are due back in court on Friday 23rd November, 2018 to answer to the charges.

Police investigate shooting incident in Tanglewood
The Royal Anguilla Police Force on Tuesday 25th September, 2018 at about 8:50pm responded to a report of a shooting incident in Tanglewood in the area of The Little Mermaid that left a 22 year old male nursing gunshot wounds.
Officers who responded to the scene met and spoke with the victim who was later attended to and transported to the Princess Alexandra Hospital by Emergency Medical Technicians where he remains hospitalized.
As the Police continues investigation into this matter we are appealing to members of the public who may have been in Tanglewood in the area of The Little Mermaid, and may have witnessed this shooting incident or have any information regarding this shooting to contact the Valley Police Station with such information. Police assist with inquiries involving incident at Primary School
The Royal Anguilla Police Force is working with the Departments of Social Development and Education in investigating a matter that was reported to the Valley Police Station on Monday 17th September, 2018.The incident involved four male student who attend the Valley Primary School.
Members of the RAPF’s Safeguarding Investigation Unit (SIU) have been working with the other social agencies on the matter. This incident is a social issue; not withstanding that, the Criminal Code of Anguilla states that :
17. (1) A person under the age of 10 years is not criminally responsible for any act or omission.
As part of the RAPF’s involvement a meeting was convened with all the parties involved by officers of the SIU.
In the meantime Deputy Commissioner of Police Mr. Elliott Forbes is advising members of the public not to make threats to any of the parties involved or members of the teaching staff. Lets all work together to find an amicable solution to this situation.
