    The ninth Parliament is expected to begin in August/September 2018 after the July 30 2018 general Election. The ninth Parliament is expected to usher in a new set of committee members and chairpersons. In order to prepare Parliament staff to effectively support the new committees to carry out their mandate, SAPST has an ongoing one and half day training for Committee Clerks and Researchers. The workshop will focus on strengthening the capacity of staff in the following areas:... -Social Accountability Approach to Public Resource Management -Quarterly Budget Performance Reporting Guidelines -Public Hearings -The Petition Process -Legislative Drafting Techniques

    The workshop is being attended by the Clerk of Parliament, 2 Deputy Clerks, Assistant Clerk, Programmes Coordinator, 12 Committee Clerks, and 8 Researchers from the Parliament of Zimbabwe. The workshop will adopt a participatory approach by incorporating practical sessions that gave parliament staff the opportunity to apply the concepts learnt during the workshop sessions. The workshop will also give participants the opportunity to review the performance of Portfolio Committees in the 8th Parliament with a view to informing efforts to influence improvements in the work of committees in the 9th Parliament.

    PARLIAMENTS URGED TO PRIORITISE CHILDREN’S RIGHTS

    At the invitation of the regional legislative body, SADC PF, SAPST attended the session of the Standing Committee on democracy governance and human rights of the SADC PF in Johannesburg on the 28th of April 2018.

    During this session SAPST Public policy officer Chengetai Kanyangu shared a draft of the model child-friendly budget that is currently under development.

    The model child friendly budget is being developed as part of an initiative to promote investment in children in east and southern Africa.

    One of the main objectives of the programme, which is supported by Save the Children International, is to strengthen the role of national and regional parliaments in advocating for increased and equitable public resource allocation towards children’s rights.

    The Committee on democracy governance and human rights, currently chaired by Mauritius, agreed that the issue of investment in children should be prioritised.

    A tool such as the Model child-friendly budget will be useful to countries in their efforts to promote child friendly budgeting in their national budget process.

    The members of the committee also recognised the important role of Parliament throughout the entire budget cycle to ensure transparency, accountability, equity, equality, participation and sustainability of national budgets in response to the needs of children in the region.

    The SAPST team are in Maseru, Lesotho for a training workshop with Lesotho Parliament on Budget analysis and monitoring The workshop is being attended by members of Parliament, CSOs and Parliament staff. Expectations from this workshop include that MPs to be capacitated enough to interrogate the budget process and execution to improve their oversight role as well as to ensure that MPs employ monitoring tools in monitoring the quarterly reports. In his remarks, Lesotho Parli...ament Clerk of Parliament Advocate Lebohang Fine Maema KC said members should play a critical role in the national budget to ensure that resources are collected and spent in an efficient and transparent manner. The two-day workshop will also equip MPs will skills to employ monitoring tools in monitoring the social cluster budgets (whether budgets are gender sensitive or child friendly) and be able to mainstream the social aspect in budgeting.

    Prioritise child friendly budgets: African Governments urged

    SAPST Public Policy Officer Mrs Chengetai Madziwa-Kanyangu has called on African Governments to accelerate children’s rights by ensuring that there is equitable resource allocation and spending for the survival, learning and protection of children in Southern Africa. Speaking at an ongoing SADC child rights conference in Harare today, Mrs Madziwa Kanyangu said child friendly budgets will ensure that children’s needs... are catered for. “The implementation of the overall framework for governments to invest in children, provided in the Committee on the rights of the child general comment no. 19, should be prioritised. The comment proposes a set of guidelines on the planning, enacting, executing and monitoring of national budgets,” she said. “Government should ensure that their PFM systems effectively generate and utilise relevant information throughout the entire budget cycle particularly in specific sectors such as health, education and social protection.” Mrs Madziwa-Kanyangu also said there is need to improve the variety and detail that is included in budget documents to include comprehensive information of investment in children urging countries to adopt measures that would ensure enhanced quantity and quality of published budget documents. The conference which ends tomorrow is running under theme, “Towards a SADC Protocol and Young People “and is being attended by delegates drawn from East and Southern Africa. Delegates earlier on visited Parliament whereby they interacted with the Clerk of Parliament and the Parliamentary Budget Office. The Clerk of Parliament Mr Kennedy Chokuda said the Portfolio committees which deals with children’s issues have been vibrant with some visiting children’s homes to check on their living conditions. Mr Chokuda also explained how Zimbabwe is working with the SADC Parliamentary Forum and its effectiveness. Day two of the conference ended with delegates outlining their action plans on child rights advocacy issues in their respective countries.

    SADC Child Rights Conference kicks off in Harare

    Child rights experts from the continent are gathered in Harare for a three-day conference on effective engagement for the protection, respect, promotion and fulfillment of children’s rights in Southern Africa.The conference which ends on Thursday is running under theme, “Towards a SADC Protocol and Young People.” Delegates from Southern and East Africa are in attendance. These delegates hail from organisations which include, N...ational Child Rights Coalition, Botswana Child Rights Coalition Letsema Child Rights Coalition, NGO Coalition on Child Rights, Rede da Crianca, Namibia Child Rights Network, Children’s Consortium, Tanzania Child Rights Forum, National Child Rights Forum, Zimbabwe National Council for the Welfare of Children, East African Child Rights Network, MIET-Africa, Save the Children International and Plan International RESA. In his opening remarks, Child Rights Network for Southern Africa (CRNSA) outgoing chairperson Desmond Nyuma commended members of the network for carrying out advocacy work on children’s rights. He said more civil society organisations should be mobilised to work on issues affecting children. In her solidarity message, Save the Children Senior Programme Manager, Child Rights Governance and Child Poverty Ms Yvonne Tagwireyi said African economies should do more in terms of investment in children’s rights. She said there is need for Governments to structure tax systems in ways that promote the rights of children. In fulfilment of one of SAPST’s objectives of training CSO’s on Parliamentary issues, Mr Henry Ndlovu took time to train the organisations on parliamentary processes and procedures. In his presentation, Mr Ndlovu outlined the importance as well as opportunities for civil society engagement with Parliament. SAPST’s participation in the workshop is being supported by Save the Children. During the first two days of the conference, SAPST will present on the Parliamentary Processes and procedures, Opportunities for CSO engagement with Parliament. Delegates are also expected to visit the Parliament of Zimbabwe tomorrow morning to get a practical appreciation of how a Parliament operates.

    SAPST, CRNSA hold SADC Child Rights Conference

    SAPST in collaboration with the Child Rights Network for Southern Africa (CRNSA) will be holding a child rights conference with its members and partners from 10-12 April 2018 in Harare.
