台北州基隆郡七堵庄鶯歌石第八保→台北縣七股鄉鶯歌村→民國36年基隆市七堵區鶯歌里→69年成立七堵區五福里→77年3月1日調整為安樂區→81年11月成立基隆市安樂區五福社區發展協會.

現任理事長: 鄭林清良女士(109年1月起).
五福社區發展協會歷任理事長:

1. 72年由李財出資促成五福,六合組織新城社區理事會.
2. 81年成立五福社區發展協會-81-86年理事長:李財.(第1-2屆)
3. 86-91年理事長: 葉萍珠.(第2-3屆)
4. 91-96年理事長: 潘美雀.(第4-5屆)
5. 96-103年理事長: 鄭林清良.(第6-7屆)
6. 103-109年理事長:林萬國.(第8-9屆)
7. 109年至今理事長: 鄭林清良(第10屆)

五福里面積1.943平方公里，人口數3,930人，戶數1,602戶，[108年12月統計],為一封閉型社區。
