HISTORICAL BACKGROUND
Marc Louvel and Gerard Jean Andre Jose both French national have desired to help children who are neglected, abused, exploited and those who are forced to go to the street for some reasons or circumstances. They became active volunteers in Lingap Center in Cebu City and at the same time provided some educational support and food assistance to some non – government organizations.
Both Marc and Gerard agreed to become partners in providing the needs of the street children. They tapped resources in France (Terre Sans Frontiere) who provide the support and immediately started their mission in October 1996 in Cebu City, Philippines. To name, TSF (TERRE SANS FRONTIERE) CHILDREN’S CENTER, INC.

RATIONALE
Marc and Gerard volunteered themselves to secure the under privileged children through working with the government and non-government agencies here in Cebu City before they open the TSF Children’s center, Incorporated.
Observations have shown by them that street children in Cebu City and other urban areas are increasing. The situation is primarily brought about by the alarming growth of urban population aggravated by severe economic crisis.
They felt that majority of the urban households live below poverty line. The children of these families have become and likely to become street children. While on the street, these children are confronted with health problems which include pollution, unsanitary and unhealthy conditions, malnutrition, susceptible to drug taking/pushing, physical injury and accident. Due to lack of parental guidance, they are vulnerable to impaired psychosocial development and suffer illiteracy and distortion of values.
Consultations were undertaken with other NGO heads resulted that there is a need for them to open a center to facilitate the immediate needs of these street children.
