It is an institution focused on resource-based management, capability building courses, continuing education programs and action research studies to professionalize local governance management and services of the Cebu City Government and other LGUs of the country.

It is the only LGU-managed training center accredited by the Civil Service Commission.

It is the only LGU-managed “Center for Local Governance”(CLG) in the Philippines accredited by USAID.

It has a special DECS-permit to offer Special Resource Management courses and studies.
