  Payments are currently being made every year to a foreign owner until the total cost is met. (Total payments are projected to be completed in 15 years time from now). It is a building refurbished on a build and transfer arrangement.
  
  It is in the best interest of taxpayers that this building will be betel nut and betel nut spit free.
