It is estimated that there are around 15,000 refugees living in Penang Island. These refugees mainly from Myanmar have fled their country due to oppression by their government and fear of persecution against them for their ethnicity and religion.
Some of these refugees have been living here in a deplorable situation for more than 20yrs , some married with children. Since Malaysia is not a signatory to the 1951 UN Convention on the Rights of Refugees, a refugee is regarded as an undocumented migrant. Therefore refugees are vulnerable to abuse and lack of protection.
Some of the problems faced by refugees here include denied access to healthcare, no employment, no proper housing, no education and abuse by authorities. A refugee child who has been born in Malaysia is denied access into our government schools.
This creates a huge problem for the community and some of these children are now aged 17yrs old but have not been to a school before and are illiterate. Some of these children can be seen begging on the streets and involved in unhealthy activities.
