  Fallen into disuse and disrepair. Over half of its elevators are taped over with dusty "under maintenance" signs, the overhead vents dust layers could be used for vertical farming. The remaining functions of this park-in-a-roundabout appear to be as an underground parking lot and a very confusing pedestrian underpass between the adjacent hotels and casinos.
