It is not possible to have a Chinese visa before November for strangers, unless you have a working card from Mongolia, so it's just impossible No need to get there before. I have been there two times, first they tell me I need tickets, which they distribute before the opening, like at 9h20. But people came at 7/8h in the morning to be the first to get de numbered tickets, something like 30 for locals, only ten for strangers once again , if you don't have a Mongolian working permit don't loose your time like I did, they will not give you tickets which means you will not be able to enter this embassy !
The worse embassy I have ever been. There is no line, local people cutting it. The officer seems to enjoy it. There was lady who came before opening but locals overtook her and she didn't pass during 4 hours of standing there in a line! Really terrible! However some people go inside without a line just saying something to the guid.

Have your documents ready, copies that is. Especially when you have to leave Mongolia to Erlian (Ehrenhot), China, in order to change your visa type in Mongolia, make sure to have copies of train tickets, bus tickets, hotel reservations and passport ready. A copy of a rental contract in Mongolia might help too, to make the case for quick entry exit argument if you do not have a hotel reservation.
