  I have been one of the airport consulting team in the days of the construction of that airport in the mid eighties. Those days a lot of local people found jobs at an Int'l construction company.
  The airport construction was based under the German GEZ (Gesellschaft für Internationale Zusammenarbeit) programe.
  In total three local, so called "rural airports" have been erected.
  For the reason to provide transport means in that mountainous area.
  That was the reason a German consulting team came into play.
  Today, the airport is completely managed and operated by local personal, which is best trained for that job.
