I stayed 15 days in Phonsavan and I get addicted to their «chocolate» donuts.
You should give a try. 3000kip for 1 or 5000kip for 2
My daily dose was around 4 or 5 donuts ;)

If you want a cheap breakfast you can also buy just the bread (1000kip/baguette) and buy jam in T-Sun market
