Good intentions, possibly, but not at all professionally run, and apparently a very low budget Japan operation. Although the hospital installed its own street lights in front, they do not put the lights on all night, they shut the street lights off early, so the hospital looks like it is a ghost hospital until sunrise the next day.I have not seen this before at other hospitals. So in the dark outside of the hospital fence, groups of troublemakers hang out at night. Japan can not be proud of this hospital, apparently they do not care at all.
