Quiet, old public library functioning more like a place of meeting and group studying for students of local universities.

Here take places "American Corner" with free wifi and computers for educational purposes, and "Education for All" affiliate to promote English learning among locals. Both offer books to study for standartized tests, such as SAT, TOEFL, GRE and etc.

I myself would advise you to spend hot summer days in Osh inside this cool library reading real old books. Kind of a special joy.
