Apartment hotel, all rooms privately owned, great location by the sea with a nice view from The window, 7 minutes from the highway. Reasonably maintained by a managing company. Restaurant and 24/7 supermarket just outside. Good choice for 1-2 weeks.

One of fine place to stay in Netanya.. Close to beach.. great view of sea..
It was run down disgusting and very dirty the owner only accepted cash and after we wanted to check out a day early he refused to give us our money back furthermore the one night that we had to suffer there are night was disturbed through the corse of the night with inappropriate noises from rooms next door. And many interesting people left the hotel (if you can call it that) at very odd hours in my opinion don't wast your time or money I would prefer to sleep on the street,
Pure garbage. Very shady place. I was scared when I was here and just saying the name of this place strikes fear in the name of the locals.
The Carmel Hotel is not really a hotel. It used to be one, but that business went bankrupt and individual units were sold off to the public. Now, it's a mix of homes for some, and investment rentals for many. There is a local management company with an office downstairs that can help one book a room on the spot, and rooms are also available as 'vacation rentals' on various websites. Thus, your rental experience may vary by the individual owner, but the building management seems to be noticeably improving the property every time we rent a unit here. Though quality varies, we've not experienced any of the complaints others might have registered. Then again, we're not prissy and are fairly easygoing, and take communication with the owners quite seriously.
Now for the description of why we like renting here:
Location is close enough to Herzel street to make walking to its attractions easy (a bit less than 1 km). The beach-side promenade runs right behind the property, and one just has to turn left from the entrance for direct access. As well, plentiful and easy parking is available in front, which otherwise is a major source of stress for me in Netanya.
Reports by others that the property is past it's prime are true. However, as the management is upgrading the property, things are beginning to just work in the building, including quite efficient elevators.
Conveniently, there's a Kosher Steak Restaurant and a 24/7 grocery on the first floor. There's also an orthodox synagogue on the first floor, with a separate entrance, so the heathens and the holier ones don't bother each other. There is also a decent gym in the basement. There used to be an indoor swimming pool on the south side of the property, but I believe it's either getting dismantled or renovated. Can't tell which at this point. Also, the area nearby is getting many more seaside high-rise apartment buildings, so the number of close restaurants has doubled (from 1 to 2), with more coming on a regular basis. I estimate 3-5 by end 2017.
Finally, the views are great.

Strange place. Rooms belong to different owners and hiring price is different for the same ones.
This used to be nice place when it was first built, sometime in the prehistoric era, but now it's a piece of junk in a nice location with pretty spectacular views.
Now (at the end of 2016) they started making a bit of a facelift to the lobby and surrounding area, so it might be slightly better soon, but the rooms and apartments here are still (mostly) crap.
That said, if you're looking for some coast-line views and very cheap fares, this place is a good choice. Just don't expect to much.
Outdated rooms, the building could definitely use some TLC
Room 320, was disgusting, the furniture should be in a garbage bin and this 320 unit should be renovated 10 years ago. The owner should be ashamed to rent it out for people. No pillows, no hair dryer, just a gorgeous view. I'll be sending her my bills from massage therapy and a chiropractor after they will fix my back pain after sleeping in this nightmare bed only for 3 nights. Probably the other units are much better (I hope so) so avoid 320 unit. Russian "lady" Tatiana should be fined for renting this garbage for a $90 per night!
Stayed there 6 weeks. Decent but rooms not as good as they look in the pictures and hotel staff ignorant. Also pretty difficult to find somebody speaking english after 6pm
