You get what you pay for, with 100000 for a basic twin room. The reception speaks serviceable English. It’s perfect for spending the night before travelling further, there are several ticket offices (bus “loket”) within a minute’s walk that will get you to Danau Toba, Medan, or Singkil.
Note that there is no shower inside the bathroom, and that the entire room smells like musty mould. No air-conditioning but it is sub 20 degrees at night.
Plenty of food, coffee, and durian nearby. In the town itself most people do not speak English, so have a dictionary handy.

I had a "Deluxe" room on the upper floor (one above ground floor) for 250.000 IDR/night, perhaps 18 sqm large with one big, comfortable, not too soft double bed and green bedsheets. It was painted in cheery bright green with dark floor tiles and seemed slightly, but not desperately worn. Two small windows with slightly darkened glass could be opened. Some other "Deluxe" rooms have 2 single beds and only one small window. The room goes out onto a deep interior court yard and thus gets not too much daylight, but also little sound from street or mosques; sometimes at night i could hear a pump.
My room had no real cabinet, just several suitcase racks and a place to hang hangers, but there were no hangers (and i didn't try asking for them). I had a small desk, partly occupied by a midsized flat TV and free drinking water, and 1 rattan chair. There were neither fan nor aircon, but in mid-March i missed neither. No fridge.
The hot western shower worked well, after you turned on the light in the bathroom to enable hot water. There's a bit of natural aeration and no electric fan in the bath. The western toilet worked well too, but there was no toilet paper holder, no toilet paper, and toilet paper was not available from reception. There was also no sink in either bathroom or bedroom, just a mandi bucket. On arrival i had no towel, but secured one from reception. The maid exchanged the towel the next day. One day later i returned at noon to find no towel at all – according to reception all their towels were still outside drying. Towelless, i pointed out to reception that i wanted to take a shower right then, and they produced a towel from the laundry line outside – warm and dry.
English levels and friendliness at reception vary and never reach high levels. Nobody has any overview, even if they claim they have. They might say "Yes", even though they didn't understand your English at all. Sometimes there is nobody at reception for some minutes, and you could easily take any key from any occupied room and help yourself to someone's belongings (nothing happened to me). The electricity in my room worked only with the rough wooden keytag inserted in a slot – you couldn't even charge a device if the key (or something else) was not in that slot. I noticed two power cuts in three days, but their generator kicked in quickly. Laundry service was good, fast and economical (given by the hotel to an external laundry business), but i got back one nondescreipt shirt not part of my travel kit.
My English email for reservation wasn't answered. An Indonesian friend then booked the room for me by phone in Indonesian and got a confirmation by phone. When i arrived, they knew nothing of my reservation, but had free rooms anyway. Upon request they showed me two different free rooms in the "Deluxe" category.
My room was cleaned every morning, but i think there is no breakfast and not even a nice lobby (just an ugly small waiting area which is more of a staff hangout). Only in that lobby i got wifi, it didn't reach my upstairs room. Staff had told me that wifi's also in the room (mobile signal in the room was soso).
Sometimes, but not always, becaks (tuktuks) hung out in front of Angkasa Raya, but they pass through regularly. The hotel is in easy walking distance to the highly recommendable Poda Coffee and Restaurant. The walk to the tumultuous Saturday market takes about 10 minutes; that area also has two bus companies going to Lake Toba. Everything is indicated correctly on Google Maps. Knowledgable locals told me that Angkasa Raya is the relatively poshest place in downtown Sidikalang. If you have your own transport and want to stay outside in the coffee fields, there's a quite atmospheric and comfortable plantation home available via AirBnB, rented out room by room; for that place you could also inquire with the owners of Poda Coffee and Resto.
