This place is actually a causeway that the FSM government ordered Pohnpei State to remove in 1991, because it is environmentally destructive. One doctor called this site a "sewer". The operators dump all the tourist trash into the ocean here. The toilets have no septic system. Children swim in human sewage here. SPREP urged Pohnpei State to remove it because it continues to cause environmental destruction. The operators have been seen providing alcohol to minors.
