"It's okay." That's what 3 stars literally means, and that's what it is - okay.
You are probably not going to die here. It's clean, and the staff follows the normal western (Prussian/Victorian, traumatize and isolate) protocols. They are well-meaning enough, but usually lie to you.
I would advise if for some reason you have someone in here, bring in a nurse or someone at least marginally-competent in medical terminology and protocols, sign a release of liability form or agreement, after you have established for yourself they are good people, and have talked with the chief of that ward. And then make sure you have all key parties, e.g. yourself and the chief and whomever is under treatment, involved in sculpting the protocol that is going to work with the needs of the client as they see it, and something more creative than minimizes or eliminates the elements and therefore, effects, of the traumatize and isolate v/p medical model. Unfortunately the mother whom I was helping through childbirth, had stopped listening months ago and doing her 'own thing', which was just mainstream non-preventative, so she ended up in the hospital. It's entirely possible to have homebirth in vilcabamba and stay out of this place, just take your supplements, get appropriate exercise, eat well and drink water. Don't cut the cord for a few days, and these things should make for a family house event, instead of one here.
