Closed condominium built during the height of the drug money days in Cape Verde. For a long time it was a ghost town, and most of the services are down, but now it has a fairly vibrant community of upper class people, and it seems that many of the services are functioning now, like the elevators. Security is present but doesn't actually do a whole lot. It is pretty remote, so if you don't have a car, you better have a few taxi numbers in your phone if you plan to live here.
