  A terrible experience and a giant waste of time. Here's what happened:
  
  I set up a reservation with Avis on the telephone while in Costa Rica. They told me I could use my credit card's insurance to cover the insurance, for a price of $15.95 and the only requirement I needed, according to the Avis Representative (who I was on the phone with for 30 minutes), was a letter from my credit card company stating that the carried said insurance. No problem!
  When we arrived at Avis with letter and credit card, they told me they couldn't use my credit card because the numbers "were not raised enough." I asked why that was important when the agent was using a computer right in front of me and had a credit card machine next to him. He claimed it is "Costa Rican law" for incidental charges. The bank can not charge someone with out official charge plate carbon copy. I tried explaining he could and showed him a solution:
  
  Put a piece of carbon paper over official carbon paper and write in the numbers. He told me this was not okay. So we told him we would figure out another option and left him.
  
  Then I called Enterprise and they told me no raised numbers on a credit card is not a Costa Rican Law and they would rent to me, no problem. Enterprise drove to the Avis place and picked us up and we did the whole transaction right there. And it cost $100 dollars less than Avis for the exact same parameters.
  I almost felt bad for the Avis agent as he watched us secure a rental car from a superior company. I will never consider Avis again!

  Very efficient and friendly staff - maybe the most friendly and helpful staff member I've ever met at a car rental company! All went smoothly with the pickup and drop off. The only thing was that the policy around tyre problems was a bit odd to someone from the UK - we had a flat tyre, and we contacted them. They sent someone out to change it for the spare, but we had to go and get the tyre fixed ourselves and claim the money back. The tyre shop nearby was really helpful, but even the hotel owner where we were saying said he'd never heard of that before. But it was super straightforward anyway, so no problems really
