I took a chance and visited a few weeks ago. primarily because it 's proximity to the Yellow River and the history of the Huayuankou Dam breach in this area. The taxi from the train station charges 100 yuan, as he said that it was out of the way and he was unlikely to get a fare backhow right he was. we were the only tourists here, and were charged 50 yuan entry fee. We walked North hoping to get a good view of the Yellow River, and had hoped that boats would be available to do a short tour. No such luck, as although the views of the river were good, no one was in sight except construction workers.
The eco park is basically a ghost town. No rides are functioning, and the Yellow river scene and a really small temple are the only attractions here. The water levels had fallen so much that the paddle boats were all beached and rusty 20' above the water line.Tourist Bus # 6 will take you back to civilisation, as there is no hope of getting a taxi here. This park should not be opened to the public, until the construction/repairs are completed. If you want to read a book in a peaceful environment with nobody around, this is probably the place to be.
