If Plovdiv wants to become the cultural capital of Europe, you should consider withdrawing licences of the taxi drivers and hire a new service or bring in Uber. Drivers charge excessive prices for a 5min ride, cancel trips at the very last minute and are extremely unpleasant with foreigners. Otherwise it's a nice city to visit. Also no connections with other regions and tourists have to go back to Sofia.
