They are driven by bribe. For the police clearance certificate you need to pay minimum 4-5 thousands (sometimes more than that) tk though the person is not guilty. Common man can not access to their service instead of having fear. There is huge gap between common man and police in this area. I hope their behavior will change one day. There are some dangers police who detain people without warrant and then release them by taking bribe on the street.
