  The government has all the monopoly to acquire land. For the betterment of the people in collective, legislature empowered the government (in Bangladesh) that authority. Officer of the District Commissioner is an excellent example of acquiring the property, in large scale. When that was build, like all other government offices, it was beautiful to look. But it fades soon.
