  well i was not allowed to enter in but from the outside i do think it should have been cleaned and let tourists inside to take photos etc.

  The Port of Vlora is a natural deep water port situated in the Bay of Vlora. In a near future, it is expected that the reconstructed harbor terminal will be the biggest in the Balkans and Eastern European countries.
