  Many criminals have been pardoned and the victims still have not been paid as promised. Been over 14 years for many victims still waiting to be paid

  Took a local to court in the Dubai for check fraud. Won the court case against the local named Ibrahim Mohammed Hasan Ahmed. Local named Ibrahim Mohammed Hassan Ahmed never showed up to court and lost the court case. Never paid so we had an arrest warrant issued for his arrest. Took the local police about 1 year to find him and have him arrested for failure to pay. He was arrested the day before a pardon was to be issued by the President and left prison without doing much time. President did not pay in full as promised. Dewan's office said They neither received full funds from President nor from crook that the President pardoned and promised to pay on behalf of. So back to court and lawyers again. 6 months before we get another court order to issue an arrest warrant for failure to pay. Takes another year to find and arrest him. Then he gets pardoned again. Makes a few small payments which they keep for 6 months at Dewan's office before making partial payment to victim after 6 months. Today I called the Dewan's office to follow up on payment and they said he had not paid in 6 months and to contact my lawyer to contact them and file new charges. This has been running in circles like a circus now since 2004 without full payment as promised. Every year there are roughly 3-4 pardons for locals to be pardoned from local jails and prisons with a Presidential promise to pay and settle prisoner debts of locals and since 2004 they have not paid what the court ordered and found the local guilty of in court. Each time a pardon takes place any where from 700 to over 1000 locals are pardoned from prison so every year we have roughly 4000 locals that are pardoned time after time again from prison. The court system probably works great when a local takes a non local to court but when a non local takes a local to court good luck collecting because every time he gets sent to prison he gets out on a pardon by the President with a promise to pay in full. The media reports this news but fails to follow up and report on whether or not they really did pay of which they do not. Telephone number for Abu Dhabi Dewan's Office in charge of local citizens debts is 02-692-1502/3 There should be some sort of department that follows up on court cases that were already won when someone was pardoned. If the person does not pay then it is the governments job to put him back in prison because they pardoned him in the first place so if they pardoned him then they have to put him back in prison if he does not honor the agreement he was freed on by them. I signed no agreement to free him from prison. They set him free & make you pay to put him back in prison and every time he goes back he gets pardoned. The system is either horrible or very corrupt. In America when you get out of prison they put you on probation and if you do not follow guideline of court order where you violate court order then you go back to prison. If the President pardoned someone and promised to pay their debts then he should pay as promised. If the President worked out a personal agreement between him and the crook to pay him back of pay the vicim back then he has to follow up on it or have a department that is responsible which follows up on it where if the local does not pay an arrest warrant issued. It's against Islamic teachings to promise to pay and not pay while telling the world via media outlets that you pardoned someone and set them free to start a new life? What about the victim?? What about the money the victim lost? What about the 10% in court fees that your government collected to prosecute and jail/imprison this person? 10% to the court and 10% to the court only to see the person set free again every time? This is very unIslamic.. In order for a pardon to be considered Halal according to Islamic teaching the victim must be fully compensated and must have forgiven the criminal. The President can pardon the local crook but it is not Halal unless he pays off his debts and the victim forgives him otherwise it is assisting the crook against the victim which is Harahm in Islam.

  Courts not paying debts of criminals pardoned from prison at Dewan's Office. Debts collection sent to Dewan's Office and Dewan's Office says they have not received funds from Government to pay off victims.
