Masdar City is a sustainable and beautiful architecture City. It is designed to be very friendly to pedestrians and cyclists and due to Masdar's unique construction, temperature in Masdar City is significantly lower then in rest of Abu Dhabi.
At the moment core of Masdar City is Masdar Institute which is the best Institute in region. It has collaboration with MIT so it accepts only the best students from all around the world. Every student can apply through their website just search on google Masdar Institute.
Beside Masdar Institute there is also worth mentioning the headquarters of the International Renewable Energy Agency (commonly known as IRENA) and headquarters for Siemens, these two buildings has been built in Masdar City along with others. In addition there is a lot of companies inside Masdar City such as restaurants, banks, mobile operators, etc.

What China did, have been doing and will do, well, will cause some more "trouble" even if there is a lot there. I feel lucky to run out of that country before it is too late. China sucks when compared with UAE.
First and foremost, I am a Chinese. I have to clarify this because you can choose to ignore my view if you hold hostile view towards, say, People's Republic of China.
The stipend for expatriates is 4,000 AED per month, usually "delivered" to your savings account at the end of each month. For Emirati, it's another number, which you can write an email to to figure out.
The Masdar Institute in located in the Masdar City, which is a Mubadala project. In addition, it belongs to Khalifa CIty, which has been developing for a while. In more addition, it's in Abu Dhabi, or "near" Abu Dhabi because the highway can take you to Al Marina Mall in about 40 min (no traffic jam).
Your apartment is allocated free of charge to you, as long as you are a Research Assistant (aka, student. That's how they arrange "VISA" for you) here. For master students, that's about 50 square meters. For Ph.D. students, it's double the area.
The catering is provided by Spinneys UAE, and so far as I am concerned, it's pretty good. Well, some Chinese buddy will take their time to adapt the food (actually I mean currey)For every lunch and dinner, buffet would cost you 25 AED, which seems to be MUCH LESS in the past. (Short notice: George O. Well let us know that Communism is unrealistic, soSo there is a 15 AED option, which is reduced to 4 food varieties, and the amount isacceptable. I do mean acceptable.)
Something else? On average you have a lot of course load (which is definitely good, since in China you have EVEN MORE courses but you learn not as much). And you shall have your research tasks. The research tasks mean you have to stay in the lab, work till hungary, eat and be back. (This is what I am doing. But I enjoy a CARE-FREE environment here.)
