Description

The Ministry of Transport and Communications (MTC) was created by Presidential decree and is established under Government Gazette Notice No. 836 of 2016. The Ministry of Transport and Communications existed even before 2011 and was merged with Ministry of Works and Supply (MWS) to form Ministry of Works, Transport, Communications and Supply after the Patriotic Front (PF) came into power in 2011. The Ministry’s portfolio functions then are the same with its present mandate with minor adjustments after the creation of the Ministry of Housing and Infrastructure Development and the creation of the Civil Aviation Authority (CAA) after the abolishment of the Department of Civil Aviation.
The mandate of the Ministry of Transport and Communications is to coordinate the development and regulation of the transport, communications and meteorology sector. The Ministry is responsible for formulating, administering and implementing policies in the sector in order to contribute to the sustainable socio-economic development of this country.

Zambia to be the hub of Transport, Communications and Meteorology services in Southern Africa by 2030.

Mission
To facilitate growth and development of an efficient Transport, Communications and Meteorology system for sustainable national development.

• Provide connectivity across the country and integrate all modes of transport and communications
• Enhance transport safety
• Create a knowledge based society
• Provide reliable and accurate meteorology services
• Promote ICT as mode of doing business
1.1 Transport
The Ministry provides policy, regulation and legal framework to all modes of transport; roads, rail, aviation and water. The ministry also provides a supervisory role on all statutory institutions in the transport sector. Under the transport sub-sector, the following are the parastatal and statutory institutions:-
i. Zambia Air Services Training Institute (ZASTI)
ii. Civil Aviation Authority (CAA)
iii. Zambia Airports Corporation Limited (ZACL)
iv. Road Traffic and Safety Agency (RTSA)
v. Zambia Railways (ZRL)
vi. Tanzania Zambia Railway Authority (TAZARA)
vii. Zambia Logistic & Transport Institute (ZILT)
viii. Zambia Cargo and Logistics (ZamCargo)
ix. Mpulungu Harbour Corporation Limited (MHCL)
The objective of the Ministry’s mandate in the transport sub-sector is to integrate, create synergizes and efficiencies among all modes of transport to make Zambia a hub of the transport system in Southern Africa.
