The National Council is the Upper Chamber of Namibia's bicameral Parliament.
The 42 National Council Members are chosen by Regional Councils, who are directly elected for a term of 5 years. Each of the 14 Regional Councils chooses three members to serve in the National Council.The last Regional Council elections were held on 27 November 2015.
Political party distribution in the current National Council is as follows: Swapo Party: 40. DTA: 1. Nudo 1.
The National Council is Chaired by Hon. Margaret Mensah - Williams and Deputized by Hon. Bernard Songa Sibalatani. Hon. Lebbius Tangeni Tobias from the Tsumeb Constituency is the Swapo Party Chief Whip of the House.
Ms. Emilia Mkusa is the Secretary to the National Council.

The two-day session (30 to 31 August 2018) is taking place under the theme: Enhancing Partnerships to Strengthen Good Governance in Namibia.

THE NATIONAL COUNCIL HAS PASSED THE FOLLOWING BILLS:
1. Pharmacy Amendment Bill [Bill No.5 of 2018] without amendments.
2. Medical and Dental Amendment Bill [Bill No.6 of 2018] without amendments.

4. Social Work and Psychology Amendment Bill [Bill No.8 of 2018] without amendments.
5. Nursing Amendment Bill [Bill No.9 of 2018] without amendments.
6. Seed and Seed Varieties Bill [Bill No.1 of 2018] with amendments.
Furthermore, the National Council has also adopted the 'Joint Rules of the Parliament of the Republic of Namibia'. These rules will enable the National Council and the National Assembly, among other things, to have joint sittings of both Houses and to have joint committee systems.
The National Council concluded its business earlier today and has gone into recess.

On 23 February 2018 the National Council, the Upper House of the Namibian Parliament turned 25 years. The National Council was established in 1993 as the House of Review of the Namibian Parliament and today the institution is celebrating its Silver Jubilee.
