EXECUTIVE SUMMARY
Public Safety is our number 1 priority. To maintain this priority it is imperative the EMSB maintains the best possible emergency rescue service to protect the lives of the citizens of Beira.
There is no question the primary motivating factor of the strategic initiatives is to enable EMSB to fulfill its stated mission. However, implicit in the initiatives is to maintain a highly qualified workforce. The importance of maintaining a highly qualified workforce cannot be overstated.
It is interesting to note that EMSB will be the only major Ambulance Service Provider of its kind in Beira if not Mozambique at large. Paradoxically, part of the answer to maintaining the ship afloat is the experience that I bring to the company as a medical doctor and former ambulance driver.
The Ambulance service will be based in Matacuane, Beira, which is the command Centre. This will enable the service to provide faster response times. According to a recent Gazette article “for every minute that passes before a heart responds to treatment, survival chances decrease by nearly 10%.”
Moreover, the start-up costs of training has been sourced and we are now looking for funding to acquire ambulances. EMSB currently has highly qualified Paramedic Specialists on its roster. There are also others in the crew completing paramedic courses across the boarders where Ambulance service have been running for years now. In addition, new hires contemplated as part of this plan will be ERS Specialists.
The ambulance service decision is critically important and has long-term implications to EMSB as well as the City. Considerable due diligence has gone into the development of this business plan. EMSB believes the contents of the plan represent factual, unbiased information and data provided to the readership to enable you to make a well-informed ambulance decision. The decision EMSB makes must represent what is in the best interests of the City of Beira now and in the future. Please carefully weigh the response times, paramedic proficiencies, current and future economic impact to Beira, and most importantly the best way to serve the citizens and businesses of Beira of both options and cast your vote accordingly.
